You can't apologize on someone else's behalf. (In the same way that you can't can regret something someone else has done.)
However reluctantly, under protest, and by force majeur, The Museum of the Bourgeois is, in some sense, a part of the USA/USE, and must therefore accept certain responsibilities in relation to the crimes of the latter. MoB apologizes for the Bush-Cheney-Republican crimes in that sense.
You just need to move to France.
